The City of the title is New York, a symbol of turmoil, tragedy and brilliance, around which Pohl projects his vision of the future. In a series of five overlapping episodes, he depicts New York at its various stages of development. Manhattan is being enclosed by two domes to give it an equable year-around climate; a man's eyes are replaced by radar, criminals are frozen for future justice, and hang gliders soar above Central Park.
